Track20 has launched a series of comprehensive training modules that can be used by individual learners to self-teach the material, as refreshers for those already trained, or by educators to create curricula around Track20 Tools and proven monitoring and costing methodologies for the next generation of family planning (FP) monitoring and evaluation practitioners. Family Planning Estimation Tool (FPET)

The Family Planning Estimation Tool (FPET) is a web application that uses all available survey data to develop annual estimates of mCPR, unmet need, and demand for family planning satisfied by modern methods beyond the date of the last survey and into the future. FPET can be used at the national and sub-national level. Service statistics can also be incorporated into the estimation process by inputting the Estimated Modern Use (EMU) indicator, which is generated through the SS to EMU Tool.

Service Statistics to Estimated Modern Use (SS to EMU) Tool

The Service Statistics to Estimated Modern Use (SS to EMU) tool converts a country's own service statistics data into Estimated Modern Use (EMU), a service statistics-based indicator that can be used to track population-level changes in contraceptive use at regional, national, and cross-national levels. The EMU can be used as input FPET to introduce service statistics into the annual estimation process.

The FP2030-Track20 Annual Estimate Calculator is an Excel-based tool that calculates estimates of key FP2030 Indicators, estimates impact of Family Planning programming, and produces easy to understand briefs summarizing progress toward national goals.

FP Goals

FP Goals is an innovative model designed to improve strategic planning. FP Goals combines demographic data, family planning program information, and evidence of the effectiveness of diverse interventions to help decision-makers set realistic goals and prioritize investments across different family planning interventions.

FP Goals Lite

The FP Goals Lite tool uses available family planning data to illustrate how initiating or scaling up different interventions might affect a country's modern contraceptive prevalence rate (mCPR) among all women of reproductive age. This tool is meant to provide a quick glance at results based on select interventions. It does not replace the more robust results you would get from a full application of FP Goals

FP Balance

Many countries struggle to achieve the right balance of investments between expanding FP services and undertaking social and behavior change (SBC) activities. Understanding this balance is important to help identify opportunities and limitations and prioritize resources to ensure effective family planning programs.

The curve featured in FP Balance represents the likely maximum mCPR that could be reached in a country given their level of demand. The curve was created by fitting an exponential curve to the maximum of all available DHS survey data on mCPR and ideal number of children, an indicator that represents a broad range of social and cultural norms influencing the motivation to use, or not use, contraception. Track20's FP Balance tool has multi-country comparisons, trends over time, and subnational analysis.

Maximum CPR Tool

The Maximum CPR Tool allows policy makers, family planning advocates, and individuals to determine a country's highest potential contraceptive prevalence rate (CPR), both in terms of use for spacing and for limiting, based on an ideal number of children and key demographic life events. Understanding the highest potential level of CPR achievable under current circumstances in a population leads to realistic expectations and appropriate policy implementation.

Potential Market of Self-Injectable Contraceptive Users Model

The Potential Market of Self-Injectable Contraceptive Users Model is an Excel-based tool developed to estimate the number of potential self-injectable contraceptive users annually in FP2020 countries through 2030. The Excel-based model also generates annual estimates of mCPR, total modern contraceptive users, and number of women of reproductive age distributed across self-injectable contraceptive use, IM injectable contraceptive use, short-term method use, long-term method use, and non-users. The model allows users to manipulate key parameters that will impact the projections and displays results for three scenarios that incorporate factors related to policies, capacity, and current injectable contraceptive use.

mCPR Impact Tool

The mCPR Impact Tool estimates impacts of declines in mCPR due to pandemics like COVID-19, natural disasters, and complex emergencies, which can reduce access to contraception and contribute to declines in contraceptive use. Developed to support advocacy for continued focus on supply of services & commodities in times of unrest, the tool illustrates the impacts of declines in mCPR on important reproductive health outcomes such as unintended pregnancies, unsafe abortions, and maternal deaths.

Track20 Equity Tool

The Track20 Equity Tool explores demand satisfied for modern methods through five dimensions (age, education, geography, parity, and wealth), mapping inequities within countries and across time, using clear data visualizations to show results. The tool shows demand satisfied at the national level and defines inequitable groups as subsets of the population with demand satisfied either 10%, 20%, or 30% below the national average.

Never, Former, Current Use Tool

The Never, Former, Current Use Tool looks beyond the typical focus on current use and explores the experiences and intentions of women who are not currently using contraception (those who have in the past and those who have never used). The tool sheds light on how women are distributed across these three groups, how that has changed over time, and what each group says about the successes and limitations of the FP program in a given country.

Tools that Support Sustainability through System Changes to HMIS

A key area of focus for Track20 is expanding the use of country-collected service statistics - this includes working to improve the quality of service statistics and how data is used to monitor progress and make strategic decisions. A sustainable way to incorporate more regular data quality review and analysis into a program’s processes is to embed these functions directly into a country’s existing health management information system, which in many countries is DHIS2.

FP DataPro

FP DataPro is the first DHIS2 app to be developed for family planning (FP) and also includes maternal and newborn health (MNH) and child health. This app serves as a “one-stop shop” within DHIS2 for data quality review, automated analysis, and intuitive data visualizations to support program monitoring and decision making. FP DataPro provides users with the tools to interpret performance, follow up on data anomalies, identify areas for improvement, and share insights and standardized reports with colleagues at all levels of the health system quickly and easily.

The module includes a variety of PowerPoint presentations and accompanying detailed speaker's notes, instructional videos, practice exercises, and resources that can be combined to fit the user's needs and time frame.

The Estimated Modern Use (EMU) training module covers both the EMU as an indicator, and the Service Statistics to EMU (SS-to-EMU) tool used to generate the EMU. The module includes a variety of training materials, including PowerPoint presentations with detailed speaker's notes, tools, and guidance resources that can be accessed on your own schedule. These materials can be used by individual learners to self-teach the material, or by educators to create a curriculum around the EMU and the use of routine service statistics to monitor family planning programs.

FP Costing 101 Training

Track20's FP Costing 101: Costing and Economic Evaluation for Family Planning Programs is an online training course meant to provide family planning professionals with the tools to conduct basic costing exercises and analyses to help with program planning, evaluation, and monitoring. Estimating costs is an important component of informing decision making when implementing health interventions. Cost data can be used in a variety of ways: as a planning tool to help identify priority activities that fit within a set budget, or as an oversight tool to monitor annual spending to support interventions.

Intro to Activity-Based Costing & Management

Track20 is utilizing the ABC/M approach to obtain primary cost data at the facility level, an approach which identifies specific resources used when delivering a health service. Originally applied in manufacturing processes, ABC/M has been implemented by PEPFAR over the last several years and forms a core part of their new strategy going forward. ABC/M is a more streamlined approach to gathering cost data and can become part of routine data collection efforts. The results will b etter inform decision-making on a routine basis for more financially sustainable and effective health care. This training will provide an introduction to the ABC/M approach; an overview of the process, data and tools needed to conduct a country application (process maps, interview guides and data collection forms, etc.); and additional costing resources.
